Ministry of Labour Increases Omanisation to 25% for Engineering Professions

The Ministry of Labour (MoL) has issued a new decision increasing the Omanisation requirements for private sector engineering professions. Effective from July 2025, the required ratio will rise to 25%.

Professions Impacted

The decision covers all engineering professions classified under the "Engineering Specialists" group in the National Classification of Occupations. This includes:

  • Civil Engineers
  • Mechanical Engineers
  • Electrical Engineers
  • Architects
  • Project Managers (Engineering focus)

Minimum Salary Threshold

To count towards the Omanisation ratio, the Omani engineer generally must receive the prescribed minimum wage (such as OMR 700 per month depending on qualification levels) and be registered with the Oman Society of Engineers (OSE), where required.

Companies failing to meet these quotas may face restrictions on Ministry services, including visa issuance and renewals, in accordance with Ministry of Labour regulations.
